Nicholas Guyatt examines why the 1993 Oslo Peace Accords failed to secure peace between the Israeli government and the PLO. Guyatt proposes that the very conception of the Accords, along with incomplete implementation, led to its demise. As long as the Palestinian enclaves are dependent on lsrael for access to the outside world, for jobs and other necessities of life, there can be no economically viable state, and no peaceful settlement of the dispute. This work looks at why the signing of the Oslo Accords has failed to lead to a permanent and just settlement of the Israeli-Palestinian conflict. The author argues that the problem is not just the incomplete implementation of the Accords, but their very conception.
